Can I take  SPECIAL course: ECC (English for Call Center) anytime?

or do I have to wait for other people to enroll in this class? I am trying to do 

online enrollment, but I do not see ECC as an option. Thanks!

Mail would be the best.  After the initial mail conversation, we would create a Memorandum of Agreement.
